In the most intuitive understanding of risk, risk is the uncertainty of the future damage, it may or may not occur, so the risk necessarily involves a perception of the experience of events and expectations. For many experts and scholars, the scope of event uncertainty can be narrowed by the expansion of knowledge, so the focus is to "believe" the logic of effectiveness and empirical objectivity (logically valid and empirically objective) scientific knowledge.
