The Fukushima nuclear disaster caused all the attention and debate on the safety of nuclear energy, and the rise of a new wave of anti-nuclear movement. In November 2011, the KMT’s Ma government declared its energy development vision of "ensuring nuclear safety, sound nuclear reduction, green energy and low-carbon environment, and gradually moving towards non-nuclear homes". This paper describes the risks of complex nuclear technical systems and the problems of nuclear waste control systems from the concept of "normal accident" and emphasizes the necessity and urgency in a broadening public participation in the oversight of nuclear safety, nuclear waste management and decommission planning.
