In 1979, Richmond, Surgeon General of the US Department of Health and Welfare's Public Health Service, published a report titled "The Healthy People", announcing the start of the "Second Public Health Revolution". The first public health revolution refers to the policy, science, and technology revolution in the prevention and treatment of infectious diseases in the second half of the nineteenth century; the “second revolution” refers to the public health treatment to the "diseases of modern society" such as cancer, cardiovascular and diabetes.
