From Cash Payment to In-kind Payment: The Urgent Task of Reforming Taiwan 's Social Welfare System

At present, Taiwan's various service systems have not yet been perfected. Without enough energy for market or civil groups to provide services, it is necessary for the Government to invest a lot of resources and take on the role of service providers, rather than expecting market or civil group can assume the role of service provider through privatization. As for the transition, it is important to improve the working conditions of social workers, to promote employment opportunities, to increase the stability and adequate manpower of care-taking, at the same time, to gradually transform those cash benefits, and any future additional benefits should be delivered by service as priority consideration .
