On January 11 2017, the amendment to "The Electricity Act" was officially approved, however, the repeatedly mentioned "energy portfolios" was replaced by "power carbon emission coefficient" in the name of "promoting the development of renewable energy." What are the legislative considerations? How to set a benchmark for the carbon emission coefficient? Is it possible to achieve the expected goal of propping up renewable energy power generation industry? This article will analyse these questions one by one.
