In recent years, local governments have acted proactively in the international initiatives such as climate change adaptation and energy transformation. Referring to the experience of citizen participation of the energy transformation in European cities, it enables the possibility for the local governments to revise their strategy of a narrow and impoverished participation scheme in the past and to construct the social learning model of energy transformation which accelerates the implementation of relevant targets.
