If the Government continues the policy inherited from the former government, it just considers green energy as an "industry" that needs the statist support to develop, just like semiconductor industry, rather than a major project of a systematic social transformation. Such conceptualisation of different scales will lead to a much different implementation of the policy and therefore influence.
