Reconsidering the transformation of the electricity industry - when the labour rights become a smoke bomb

When labour right and transformation are put on the opposite side, the labour right becomes a bargaining chip, making people ignore why transformation is needed. It makes transformation difficult; however, the labour right is also part of the transformation, which should not be seen as contradictory.
