Taiwan's current water conservancy and water management model, are facing two major challenges. The first is due to the heavy rain and drought under extreme weather changes, resulting in high water turbidity and flooding in coastal or low-lying areas, in the meantime, in the drought season, ground water and groundwater resources are not available. The second is the need to make up for the devastation of the natural environment of Taiwan caused by human development, especially the construction of the metropolitan area on the southwest coasts and the development of the hillsides.
