With the signing of the Paris agreement, actors have agreed that the global average warming rate should not exceed 2 degrees Celsius compared to the pre-industrial level, and efforts have been put in aiming for 1.5 degrees Celsius in the long-term (long-term temperature goal), however, the Paris agreement does not give clear commitments in how to achieve this long-term target and the ways of practical emission reduction nor the criteria for the allocation and the procedures for reviewing the contribution of the reductions.
