Taiwan cities need to set a financial viable water control strategy, and began to implement right away, in order to avoid possible future major losses. If the "no flooding roads" is the goal of Taiwan's urban flood control strategy, then the cost is too high, and the financial is not feasible; this paper proposes three relatively feasible strategies, they are: 1. Modify the road design, and make roads work as a drainage for the excessive rainwater and also as a support channel between drainage systems; 2. the effective use of water storage and detention facilities, reduce the volume of rainfall peak runoff; 3. reduce flooding impact to households, and property loss.
