In the intensive metropolitan area where massive buildings have been built, the direct call for the construction of a comprehensive drainage system is not practically, economically and politically viable. In this situation, there is a need for other diversified strategies, depending on the situations and the local needs and reinforcing mutually. In order to find a localized development of Taiwan's urban flood prevention and control strategy under climate change, we must understand the differences between Taiwan, Europe and the United States, Japan. Learning from them but not merely copying is the only way we can devise a set of strategies that fit Taiwan.
