Under the impact of climate change, the frequency, scale, and influence degree, location of the disaster are highly uncertain and do not follow the past pattern, which makes the risk of the disasters more difficult to predict and evaluate. Due to the serious exposure in the mountainous environment, and the high degree of social and economic fragility, the settlements in mountain areas are more liable to the risk of climate change and their adaptation capability is even more important than plain areas.
