There exists cross-boundary problem to PM2.5 health risks in Taiwan. The particulate matter, generated from dust and industrial combustion from China and inland Asia, spread with the monsoon to various countries. The wind and composition analysis reports that 20% to 40% of PM2.5 in Taiwan comes from abroad; however, the differences in economic development stages are varied across countries, resulting in different levels of governance and control, complicating the matter of risk governance.
