The US Environmental Protection Agency (EPA), before implementing interstate air pollution control measures, has designed a four-step policy framework for more than 40 years to facilitate assessments and the control of interstate air pollution. The problem of cross-region air pollution itself is quite complex, and for Taiwan, American experience can provide references. Although complex and difficult to manage, the cross-region air pollution must be properly governed for the purpose of ensuring health and environmental quality. The US experience also provides a practical example of how to manage it.
