背景介紹:
歷經今夏的「和平電廠電塔倒塌之限電危機」、「815全臺大停電事件」,臺灣社會對於政府現所設定的2025年非核家園下的「再生能源占比躍升至總發電量的20%、燃煤占比降至30%、燃氣占比提高至50%」能源轉型方向興起諸多質疑,包括供電穩定性、減煤目標的兼顧、高再生能源發展目標的可行性等。但前述邁向非核低碳過程中所遭逢的轉型挑戰,並非臺灣獨有。韓國文在寅總統五月上任後,亦宣示該國能源政策大轉彎,以削減燃煤與核電占比為政策目標,於2030年將再生能源的發電結構占比由現今的5%提升至20%,燃氣發電占比由18%提升至37%,以期將核電占比由現今的30%降至18%,燃煤火力占比由現今的38%降至25%。日本在福島核災後,當前執政黨雖持續提出核電重啟的規劃,但迄今僅5座機組重啟,而安倍政府提出的2030年發電結構配比為核電占比達20%~22%,再生能源占比為22%~24%,火力發電占比達56%。但依據今年三月民調,56%以上的日本民眾仍反對核電重啟,而日本預計將於2018年4月公布新一期的能源基本計畫,仍將會以削減核電依賴與提升再生能源為政策方向。
從日本福島核災激發臺韓社會對核安議題的關注,到首爾省下一座核電廠的經驗激發臺灣對於地方能源治理的重視,再到韓國社會對臺灣非核減煤之能源轉型政策推行成效的關注,臺灣、日本與韓國的能源轉型議題,實已形成跨國紐帶,從在地社區反對運動的經驗共享,上溯至國家與城市具體政策相互學習,均是邁向轉型的共同資產。
因此,臺灣大學風險社會與政策研究中心藉由主辦東亞環境社會學年會之契機,舉辦東亞能源轉型論壇,本次論壇邀請到:著有《脫原子力社會》的日本東北大學長谷川公一教授(Koichi HASEGAWA)、首爾省下一座核電廠政策推手的韓國首爾大學尹順真教授(Sun-Jin YUN)以及韓國環境與社會研究所具度完所長(Dowan KU),分享日本與韓國最新能源轉型政策的觀察,並探討轉型過程如何擺脫固有政經體制的抗衡,藉由社會學習凝聚共識願景等關鍵議題。並將邀請臺灣大學政治學系林子倫副教授、佛光大學社會學系高淑芬助理教授擔任與談人,反思日韓經驗對於臺灣現行能源轉型政策的參考。以期藉此論壇,共同思考東亞能源轉型的挑戰,建立跨國社會學習模式,加速落實非核低碳的永續願景。

Background:
As in many other countries, Taiwan is suffering from climate change, air pollution, energy problems and so on. These problems are threatening the sustainability of global ecosystem and economic system, not to mention the survival of the human race itself. How can we survive such global risks? If we are ever to reconstruct an ecologically sustainable and socially just society worldwide, we must deal with the issue of “energy transition.”
Energy transition is not only an issue of a single country, but also regional, and global issues. At the same time, it also involves several distinctive aspects, including the International Convention on climate change and carbon reduction, nuclear safety, moral choice, air pollution governance and sustainable energy, all of which are trans-boundary, trans-discipline, and trans-regional. Energy transition has essentially become a part of globalized trans-boundary movements, posing great challenges to governance for all countries.
“Energy Transition in East Asia: Challenges and Perspectives in Taiwan, Japan and South Korea” invites outstanding scholars to share insights on energy transition in their own countries. We expect this forum to be rewarding for everyone, with sharing of experience and much discussion.
