Gas Explosion mainly focuses on the first-order of governance: the observation in the existing governance system, such as responsibility attribution, compensation, disaster prevention and disaster relief. However, we should start to engage in a pragmatic attitude and to face up to the second-order of the problem - a review of transcendence of "knowledgeability" and "manageability" behind the incumbent system and transform it to a sustainable, forward-looking system which is based on the principles of early warning and forward-looking.
