In 1994, the environmental impact assessment system adopted by the Legislature Yuan had been highly expected by the society, hoping to improve the imbalance of development which emphasizes more on economics rather than environment. Such expectation can be observed from the empowerment of EIA Committee’s veto rights in rejecting or not the development plan.
