Risk Society and Policy Research Center Public Forum - Food risk management (Part 3)

People expect officials to investigate and seize olive oil, but do not get to know whether or not the officials have expertise in olive oil, for example, the criteria for olive oil.

Yu-Mei Chiang, Deputy Director of Food and Drug Administration, responded and reported as the governmental representative. Deputy Director Jiang pointed out that each time the event breaks out it has contributed to the idea of amending the law. The latest news is that it is going to be part of "Act Governing Food Safety and Sanitation," according to which, a "food safety protection fund" is established. The fund will be used to subsidize consumers expenses needed in food safety incidents. In addition to the self-management by industry, and the supervision by the government, the "third party verification" part is added in. The draft of "food risk assessment advisory committee" has been drawn up and announced, requiring civil society to participate and nominate appropriate candidates. Food industry business registration requires that food industry factories must sign in the system to make registration. If all the food industry can use electronic invoices, it will be very useful and effective for source tracking management.

In summary, Professor Kuei-Tien Chou, the director of the center, made the following brief summary. In policy discussions, the science is one of the standards, but it cannot be used as a single standard when there is considerable controversy. Under global capitalism, food safety problems are happening around the world. For the past decade, we Taiwan dealt with such kind food incidents with the same pattern, expert coming out to assuage public feelings. However, it is not a good risk communication. In fact, in addition to risk assessment experts, experts recommended by civil society should also be included in risk communication. It widens the scope of communication, involving in consumers and their ethics and values into discussion. The public perception is not something scientific expert committee can resolve.
