"Opportunities for development" and "risk" are often two sides of the same coin. Innovative things may bring greater economic benefits, but behind the scenes, they often contain the "unknown risks". On a macroscopic scale, many developing countries have seized the opportunity to move away from poverty and improve their living standards, however, with the subsequent "risks" such as social unrest and environmental damage. From another point of view, the state must first provide the most basic public construction, to address the immediate "risk" which is the follow-up to the development opportunities.
