"Risk" and "safety" are a set of related concepts. When we are in a high-security environment, we feel that everything around us is trustworthy and does not hurt our own people and things. When this sense of trust is destroyed, then any force from nature or human society, all of a sudden, may become a "source of risk", directly or indirectly endanger our lives, health, property, and even a comprehensive life.
