As climate change kicks in, local governments become important practitioners in response to the global warming. However, even with the introduction of a clean and environmentally friendly renewable energy power plant, local energy transformation is still likely to face many obstacles. Drawing on the initial progress of turning Penghu into a low-carbon and green energy island, we can see that the communication between the public and the operation of renewable energy power plants is the key factor affecting local resident’s opinion on whether to support wind power.
