研究概述
治理赤字是台灣邁向零碳社會的主要阻礙。一方面，台灣政府的治理效率不彰造成轉型瓶頸，另一方面，從過去高碳生產模式獲益的利益團體，尤其是鋼鐵、水泥、化工、運輸四大產業的抵制，阻攔了轉型。因此，台灣急需要創新治理推動零碳社會轉型。本子計畫將以四個路徑，對政府結構、管制、市場及溝通四個治理政策組合進行研究分析及實踐，四個路徑為，第一，全面性檢討轉型治理赤字；第二，評估台灣政策組合達到零碳社會的差距；第三，發展治理指標；第四，由於溝通治理是當代社會重要的政策施行關鍵，本研究將進行溝通實踐。
