Acer Group-led construction project of “Desire Park” (one to three phases) were initiated in the Science Park of Longtan in 1999. In the third phase, the group began the business in the park planning to build semiconductor plant, peripheral plants and computer factory, and trying to create an S&T, recreation, nature conservation and other characteristics integrated park, but such planning and construction also  started the episodes of air pollution incidents in the Desire Park.
