Great Changes- The Crisis of Taiwan 's Laziness and Stagger of Transition

Kaohsiung gas explosion event highlights the need for new risk management mindset particularly to technocratic research. The lack of risk assessment mechanism with precautionary principles, the information and communication without transparency to citizens, the laissez-faire risk management, the pride and irresponsible enterprises are all structural factors that lead to gas explosion sooner or later. The city needs to rebuild and reborn the will of the government and citizens participation. The country needs a strong will of a thorough transformation in governance, industries and society.
